I came across this list of web2.0 tools for creating a web site the other day when trying to find a tool to use with 8 – 12 year old’s. From the 45 tools listed, here are the ones that seem to allow use by children under 13:

  • Roxer – http://www.roxer.com/ (Terms of service expressly states that you need permission and supervision of guardian/parent to use if under 18.)
  • Notaland – http://www.notaland.com
  • Dinkypage – http://www.dinkypage.com/
  • Indigloo = Websites Made Simple – http://www.indigloo.com/
  • DoodleKit – http://doodlekit.com/home
  • Flooha – http://www.flooha.com (modified September 15, 2011)

Please leave a comment if you know of any additional sites that allow use by under 13’s or if any information in this post is inaccurate.
